The communities of owners forced to communicate telematically
Since January of this year, all the communities of owners are obliged to carry out in a telematic way any administrative procedure with the public administration, be they municipalities, county councils and state organisms. This electronic relationship between communities of owners and the public administration affects the reception of notifications, the presentation of documents and requests through registration.So and in the event that the community does not have this digital certificate, the sanction would start at 250 euros per community for not answering any requirement. The new measure that is included in the State Law of Administrative Procedure, law 39/2015, will make it necessary to have a digital certificate or electronic signature to relate to public administration.The digital certificate is a means of electronic identification that allows the sender and receiver of the message a mutual identification without alterations. One of the most worrisome issues of this new measure are the requirements and notifications that the Treasury or other agencies may make through the digital certificate. In total, there are more than 18,000 organisms in Spain capable of sending these notifications.
